The Missouri Quarterly AAPS meeting was held in Columbia, Missouri on Saturday, February 3rd, 2018 at 44 Stone Public House Restaurant. Dr Jenny Powell, Chapter President called the meeting to order at 12:07 pm.
Jeremy Snavely, Business Manager for AAPS attended our meeting and assisted with the one hour CME presentation. He also shared the recent AAPS Journal and monthly newsletter and reminded us they are available on line at www.aapsonline.org.
Dr Powell reminded us of the benefits of membership and the importance to inform medical students, residents and colleagues of our organization and invite them to our next meeting.
The secretary minutes from the last quarterly meeting were accepted as read.
Vice President report by Dr Phil Dean, neurologist and pain management physician stressed the importance of obtaining drug screens on all new patients even if you don’t suspect a problem. If a positive screen is found for drugs, alcohol or nicotine, it is recommended to refer the patient to an addiction specialist.
Secretary report by Dr Nancy Russell purposed to put the names of attendees to the quarterly meetings in the minutes and this was agreed by all in attendance.
Treasurer’s report by Dr Todd Rice reminded us that no dues are collected for the quarterly meetings and AAPS covers the expense of the meals.
Our Citizen Lobbyist in Jefferson City, Mr Wes Powell was not in attendance and his report was given by Dr Jenny Powell. A House bill that the AAPS is working against is APRN’s scope of practice bill is presenting with an increase in the number of APRN’s per physician in collaborative practice and the number of miles APRN is away from the collaborative physician. A new Senate bill 281 is proposing to suspend the license of a physician if 3 years of state taxes are not paid. Another Senate Bill 750 of eliminating the investigation of anonymous complaints to the Missouri State Board of Healing Arts and making a false document regarding a physician to be a Class C or D felony. Representative Frederick, physician member of AAPS has submitted House Bill 2355 stating that no hospital or other licensed facility can discriminate against a physician based on MOC, maintenance of board certification. House BIll 2106 has been filed to allow HSA’s, health savings accounts for Missouri Medicaid recipients to be used for direct primary care services.

The CME presentation was a recorded presentation by AAPS member, Larry Huntoon, M.D., PhD. on the topic, “Recognizing and Fighting Tactics of Sham Peer Review”. The one hour presentation allowed each physician attending one hour of CME credit.
Old Business: Offering one hour of CME at our Quarterly Meetings was discussed and an overwhelming, “yes” to continue this type of presentation. We also discussed the need to increase our membership by reaching out to medical schools and residency programs.
New Business: On February 20th, 2018 the Missouri Academy of Family Physicians will have an advocacy day at the Capitol Building in Jefferson City. Wes Powell is to have an AAPS booth in the Rotunda of the Capitol Building on that day.
Election of officers will be held at our next meeting. If you have an interest or have a person to nominate for a position, please respond to this email. Dr Nancy Russell will not be able to continue as an officer. Think about what position and how you would like to participate with our Missouri chapter of AAPS.

AAPS General Counsel Andrew Schlafly will provide an update of how AAPS is fighting the latest attacks on patients and physicians and answer your questions. This week Andy will be in federal court to argue against a bad California law harming patient access to independent physicians. Earlier this summer he helped score a victory for a physician battling the ABIM.
The meeting will also feature a talk by AAPS Board Member, Robert Emmons, MD on the AAPS code of Medical Ethics and how our patient-centered code differs from the AMA’s.
